Julca has served as the seminary's Academic Dean since 1999. Prior to his role as Academic Dean, Julca served as a faculty member of the Nazarene Seminary in Quito, Ecuador. He also holds a pastoral position at Altos del Pilar Church of the Nazarene.

He will take over for the current rector, David Wesley, on December 1, 2003. Wesley resigned the position in order to work full time as the Regional Education Coordinator for South America.

The Seminario Nazareno Sudamericano serves the countries of Argentina, Paraguay, and Uruguay.
