Bill Sullivan, former director of UCME, said of Hurn: "[He] was a person of great vision, and was capable of making that vision come to reality. He knew intuitively how to make things happen." According to Sullivan, Hurn felt the existing approach to starting new churches was not effective in producing an increase in the total number of churches and cautioned district superintendents, "In a failing system, more of the same is not the answer."
